Town of Bear Lake Meeting Minutes 09/14/2022
Meeting called to order at 7:01 pm by chairman Paul Toft. Meeting was noticed at the town shop and on the town web page. Members Present: Dave Wellsandt, Paul Toft, Steve Schultz, Kathy Willger and Lisa Blechinger.
Meeting minutes from August were read by clerk and accepted as read motion by Steve 2nd by Dave no further discussion motion carried.
Public Appearances None
Report on roads- The turnaround project at 2925 16 ½ Street on the west side of Bear Lake near the Boy Scout Camp has been completed. Randy Mancl reported graveling winter camp road- stated every gravel road has been graded at least once- a few twice. Road checks- questioned if this should be weekly or if 2-3 times would be sufficient- weekly would be ideal. It was reported that the town had 1378 yards of gravel left to use for the season. They plan to grade next Monday if it does rain. Ditch mowing was discussed- Steve recommended to start mowing up at the narrow gauge and focus minimally on the north and west sides of the roads. The hinges on the dump gate need to be tweaked- Rouser’s Welding is who has been used in the past. Fran Miller reported that her road prior to being graded was in good shape- now it is washboard rough. The clerk brought up a culvert on 13th St that Clint was going to put a bump warning sign up before winter as the road condition at that culvert create a driving hazard for busses carrying children and anyone traveling at the allowable speed. The board recommended taking the bump sign from Hansen’s farm further up 13th and put it where the culvert is between 2626 13th St and 2446 13th St. to warn drivers. The clerk made a list for Randy to follow up on after the meeting. For Mancl Excavating that is covering any needed jobs while the board continues to search for a replacement- Paul recommended that Mancl provide the names and all other needed info of anyone that might use the town equipment during this time- so this can be given to Rural Mutual. Randy was going to have Tammy send this to the clerk.
Treasurer’s Report- Kathy - Money Market Savings and checking account balances reviewed and August bills were reviewed as paid. Steve made a motion to accept the report was seconded by Dave- no further discussion all in favor motion carried.
Old Business- Potential levy increase discussed again- Paul brought up the DOR grafting tool again as a tool to help with budgeting. The clerk will be working on the 2023 budget once all the September bills are paid. Decided to schedule a budget work meeting on 10-5-22 that will be noticed on the town website and bulletin board. Mosiac is starting to send installation notices to eligible households.
New Business- Tax Bill Newsletter- Steve will work on this. It was recommended at a prior meeting by Patti Anderson to include the date of the Annual Meeting in the tax bill letter. Discussion continued about what other content to include- new election equipment was purchased. Did discuss the need for tables for the November election. The clerk brought two tall bistro type tables for the August election that worked well. Steve also stated that he had a table that could be used- no need to purchase anything at this point for the November election.
New road patrolman search. Paul stated that there are several applicants and that no names would be shared at this time as the individuals that have expressed interest are local and have other jobs that they would need to give notice to. Steve made a motion that he be the point person to set up interviews with potential employees. The Chairman would be the one to extend an offer of employment and do the hiring. Dave 2nd the motion- no further discussion the motion carried.
Payment of bills.
