Town of Bear Lake Budget Workgroup Meeting Minutes 10/5/2022
Meeting called to order at 7:00 pm by chairman Paul Toft. Meeting was noticed at the town shop and on the town web page. Members Present: Dave Wellsandt, Paul Toft, Steve Schultz and Lisa Blechinger.
This is the first budget workgroup meeting that has been scheduled so that the board can look at expenditures through the end of Sept ahead of the October meeting. The intention of this meeting was for the group to have a better understanding of our financial picture for next year so the board and clerk could prepare documents for a special levy if that was going to be pursued. The Town is in a better position in 2022 than in the previous 3 years when loans had to be taken out at the end of the year to cover bills- the outlook for 2023 looks good as well.
The Town still has a potential $18,349.22 award [LRIP project #16342] which would need to be completed & reimbursed prior to 6-30-2025. Steve explained that towns and municipalities generally qualify for LRIP awards every few years and he was going to see what the option might be to piggy back this award with another before the current project expires. Paving a mile of road in 2022 cost $140,000.00- and smaller townships don’t generally receive enough funding to take on those type of projects without additional funding sources.
Steve called Randy Mancl to find out how much his bill for October will be- projecting expenses to the end of the year it looks like we will have enough money in our account to purchase a plow for the 1 ton this year. The clerk worked on the expenditures sheet on Steve’s computer as numbers for 2023 changed as the board went through line by line. Steve stated he advised Randy Mancl that we plan to purchase about 75% of the gravel that we did last year. Clint reported that he really liked the road patch mix that was purchased from Barron County this year. Steve said the test will be to see what the pot holes that were filled in with that look like next spring, and if it looks good- purchasing more of this product next year.
At the time of the budget workgroup meeting there has been no project identified and bid out that would need to be in place to request a special levy. Some good ideas were brought up that will be followed up on to see if LRIP awards can be piggy backed for road projects so that next year at this time we have everything in place if we pursue any large road project in the future.
