Town of Bear Lake Meeting Minutes 11/9/2022
Meeting called to order at 7:00 pm by chairman Paul Toft. Meeting was noticed at the town shop and on the town web page. Members Present: Dave Wellsandt, Paul Toft, Steve Schultz, Kathy Willger and Lisa Blechinger.
Meeting minutes from October were read by clerk and accepted as read motion by Paul 2nd by Steve no further discussion motion carried.
Public Appearances- Chad Paulson present with a land division request.
Report on roads from Randy Blechinger- the new road patrolman. It was windy on Sunday November 4th- he spent the following day cutting down trees. There was a stop sign that he put back up that had fallen off - as well as a stop ahead sign that was leaning that he took down north of B on 18th. The Fire Department completed their annual inspection and recommended overflowing oil barrels should be drained and moved outside as they are a fire hazard- he has already contacted a company to have the waste oil picked up. He has been in contact with Clint to meet to become more familiar with the equipment -Clint told him that he would not be available until likely December. The shop had no more sign posts so he picked a dozen up at Barron County. The salt spinner for the plow truck was damaged as well and needed to be replaced. He reported the other day he was backing the plow truck out at the shop- he got out to make sure the door was locked and the truck started rolling- he was able to stop it from rolling into the road. There was black patch road material that had not been cleaned off the dump truck- he wondered if that was causing a problem. He has been working on the wing for the plow truck that needed to be repaired before it could be used.
Treasurer’s Report- Kathy - Money Market Savings and checking account balances reviewed and October bills were reviewed as paid. Kathy noted in her bills that she deposited $10 of her own funds into the checking account to cover transfer fees.
Chad Paulson presented The Barron County Checklist for CSM and PLAT Subdivisions form. Matt Shilts completed the survey. This request was reviewed- Dave made a motion to approve the request seconded by Steve. There was no further discussion the motion carried. The Chairman signed off on this checklist.
Old Business- The fire department is requesting that the Town sponsor their retirement plan as it is required to have a government entity approval. Steve said he would like to know what their plan is before approving. This will be tabled until the December meeting. Written standards of conduct covering conflicts of interest has been brought up before- Steve made a motion to have a copy of an ordinance that Paul had cleaned up with our information on it- this was seconded by Dave no further discussion the motion carried.
New Business- True Value/NAPA have an application to have an account set up. Steve made a motion to have the clerk fill out the paperwork to set up an account at this business including our tax exempt info this was seconded by Dave no further discussion the motion carried. Paul stated that the board needed to figure out how the new road patrolman can get reimbursed if he works on the town equipment above and beyond standard maintenance.
There is a Barron County meeting on 11-17-22 at Mosaic in Cameron. Paul and Randy plan to attend this- and check on the cost of purchasing sand/salt mixed from Barron County.
Fuel Delivery- Fuel for the grader had to be ordered. When Randy met the Synergy driver- he discovered the shell that covers the fuel tanks had locks that were left open- the driver advised him that they keep it unlocked because when he would come to make deliveries nobody could find the right key to open it. Randy will work on securing the fuel shed.
Payment of bills.
