May 13, 2020 Town of Bear Lake Meeting Minutes
Meeting was called to order at 7:00 pm by chairman Paul Toft.
Meeting was noticed at the town shop, on the town web page and this is our regular night and time.
Present: Paul Toft, Dave Wellsandt, Steve Schultz, Pam Gannon and Kathy Willger
January amended meeting minutes read by the Clerk and Steve makes a motion to approve as amended. 2nd by Dave, no further discussion all in favor motion carried.
February amended meeting minutes read by the clerk and Steve makes a motion to approved as amended and 2nd by Dave no further discussion all in favor motion carried.
March amended meeting minutes read by the clerk and Steve makes a motion to approved as amended and 2nd by Dave. No further discussion all in favor motion carried.
April Meeting minutes read by the clerk and approved as read.
Public appearances: none
Report on town roads: Culverts have been replaced on 2 on the 12th street, 13th street, 29 ¼ Ave and 2 on 15th street.
Dug out frost spots on 15th st and 29th ave .
Still need to replace a culvert on 14th st.
Most of the roads have been graded, waiting for more rain and will finish grading.
Possible road work for 2020: Crack sealing on 18th st to 25th ave, 24th Ave from 17th st. to 16th st.
13th st. from 25th to 26 ½ ave total of 3 ½ miles.
Chip sealing on 24th ave from 16th to 15th. 15th from 25th ave to 26th ave and 30th ave 18th to our end.
27th Ave would like to make road flat and ditch it down- Clint will talk to Randy Blechinger
Small dig out on Narrow Gauge.
Prepping 26th Ave Hwy V west to 15th
All roads bans are off except for Narrow Gauge and Haynies Loop.
April bills were read by the clerk as paid motion made by Steve to accept the April bills as paid, 2nd by Dave no further discussion all in favor motion carried.
Money market and checking act. Totals given.
Payment of May bills
Old business Responsible Bidder Ordinance. Dave makes a motion to accept ordinance as presented, 2nd by Steve. No further discussion, all in favor motion carried.
Annual meeting May 19 2020, Paul suggests that we move forward and have the annual meeting on May 19th. Paul asks Clint to clear shop and put benches out there spread apart.
Reimburse Clerk for extra hours. Steve suggests revisiting this in November as they are award there is added work so instead of discussing every month will put on November agenda.
New Business: Replace walk through doors. Paul will talk to Brent at Greeners Lumbar. Steve makes a motion for Paul to buy 2 doors and hire contractor to install. 2nd by Dave, no further discussion, all in favor motion carried.
Shady Rest Liquor License, Pam sent letter to Mike and Ellie regarding their concern of payment of license renewal. Board agreed to hold off on the payment until 30 days after they reopen but they need to return the applications and they did.
Blacktopping firehall parking lot. Haugen is paving road next to firehall so they are getting a bid for their share so we will also get a bid at the same time for Bear Lakes share.
Act 185 Resolution: Steve makes a motion to accept the Act 185 Resolution for waiver or property tax interest and penalties due to the COVID 19 pandemic. Dave 2nd the motion no further discussion all in favor motion carried.
Todd and Elizabeth Smith dog license. The Smiths sent money to pay for 3 dog tags but did not provide rabies vaccinations. They have been contacted 3 times for this information. Pam contacted Jessica at the CTY and was advised to send back the $21.00 with a letter explaining they cannot be issued licenses until information on rabies is received. Andrew Krnanbuehl also contacted Pam advising we send back the money. If the Smith’s do not provide information and payment Pam is to contact Andy and he will follow up. Dave makes a motion to send money back with letter to the Smiths. 2nd by Steve no further discussion, all in favor motion carried.
Lawn mowing contract with Island City snow and turf for 2020 mowing season. The cost for weekly mowing for 2020 is $720.00 Steve makes a motion to sign contract with Island City Snow and Turf and 2nd by Dave. No further discussion motion carried.
Next meeting June 10, 2020 at 7:00 pm.
