Town of Bear Lake Meeting Minutes 02/09/2022
Meeting called to order at 7:00 pm by chairman Paul Toft.
Meeting was noticed at the town shop and on the town web page.
Members Present: Dave Wellsandt, Paul Toft, Steve Schultz, Kathy Willger and Lisa Blechinger.
There were no appearances.
Meeting minutes from January read by clerk and accepted as read.
Report on roads- Clint; Losing a fair amount of gravel dust due heavy blowing winds- otherwise roads are in good condition. 29th started at first intersection and will continue. BPI Funding- Steve reported that initially it was thought that road project funds would be made more available. There may be additional federal funding that may help smaller communities- possibly 26th Ave as part of a watershed project which progressed into a discussion about tree trimming.
Randy Mancl reported that his labor insurance went up and his rates might need to be increased to $55 for labor and $65 for a worker with a saw. $4,500 was spent in 2021 for tree cutting. Discussed how much to spend this year. Steve made a motion to spend $3,000 on tree cutting in 2022 and hire Mancl Excavating- Dave seconded that motion no further discussion motion carried. Once the $3,000 is spent that will be all that is allocated- Clint prioritized starting on 29 ½. Plow for truck- Clint doesn’t think that a used plow is the way to go. Pros and cons were discussed no decision was made for a plow at this time.
Treasurer’s Report- Kathy has a few more dog licenses to deposit. Money Market Savings and checking account balances reviewed and January bills were reviewed as paid. One correction was made for the amount paid to Mancl Excavating in January from $6,665 to $8,380. Steve made a motion to accept the corrected report was seconded by Dave- no further discussion motion carried.
Municipal loan- refinancing the municipal loan at CCF bank and rolling in the grader loan that is at Dairy State Bank has been discussed. Dairy State has submitted a proposal of a loan fully amortized that would be paid off in full at the end of a 10-year term which would include rolling in the grader loan. CCF had not replied to the clerk by the time of the February meeting with a proposal. Back in December CCF was not willing to re-finance the current loan with a more favorable interest rate. Steve made a motion to accept the Dairy State Bank proposal for a 1.9% municipal loan that will pay off the loan at CCF and roll in the current loan for the grader-this was seconded by Dave. No further discussion the motion carried. The clerk to pick up the loan paperwork and coordinate required signatures- with a goal to re-finance this loan prior to the grader payment coming due on February 15th.
Steve updated the permit application- the clerk will investigate how to have a hyperlink for this document on our website.
Paul talked to Mosiac and found out that 2023 is likely the soonest that Bear Lake would be having fiberoptic line trenched.
Annual Meeting- Paul is interested in having a special levy be incorporated into the annual meeting. Dave will do some investigation to see if there is a legal reason prohibiting this. Dave had a question of how to determine the need for a special levy- need current mill rate worksheet to do some calculations.
Road weight restrictions- Lynn’s Honey Wagon sent a request an overweight vehicle approval for septic servicing in the town. Steve authorized the chairman to sign off on any overweight approvals for septic servicing in 2022- this was seconded by Dave. No further discussion the motion carried. The clerk will send a letter with the 2022 approval.
Tractor- Bear Lake Township has committed to purchase a mower from Oak Grove Township for $65. The plan is for Clint to get this ready to sell. Clint and Randy will take the mower off. It has 1097 hours- Baribeau would have a consignment fee. Facebook Marketplace is a good place to list- Lisa could take pictures and create a listing.
Securing the voting equipment was discussed- the board looked at where in the shop this could be constructed. The first election will be 4-5-22.
Payment of bills.
