Town of Bear Lake Meeting Mins.
Meeting was called to order at 8:05 pm by Chairman Paul Toft, the meeting was noticed in the Rice Lake Chronotype, the at the Town shop and on the Town Web Page. Members present, Paul Toft, Dennis Willger, Steve Schultz, Linda Wiese and Pam Gannon.
Meeting mins. Were read by the clerk and approved as read.
Public Appearances: None. Paul did read the Policy for public appearances as it had been a long time since this was read.
Road Report: Clint states that he will be out on Friday winging back the ditches.
Trees on 26th ave by Ratz’s home needs to be addressed as they are hanging over the road. Steve recommends that the Ratz’s and Don Dostal on 17th St, and any other home owner with this same issue be notified by the town that the trees need to be trimmed back and the amount of time they have to do so before the town would have to come in and take of because of safety issues.
Steve will draft a letter and Paul will sign.
Recommend spot removing trees that are dead and hanging over the roads.
Treasures report given by Linda and accepted as presented.
January bills were read as paid and as accepted as presented.
Old Business: GAB, discussion on how to set up the meeting room for elections as to be compliant with GAB rules.
New Business: Emergency operations plan was looked over and clerk will make changes to the 2011 version and bring to March Meeting.
Request for ATV Route: Jim Weber is here requesting that 29 ¼ east to 17 ½ to 29 ½ to 18th st. be designated a ATV route. Jim states that he sent out 19 letters to residents on this stretch and 11 came back in favor, 2 against, one with no opinion. Comments were to have a 15 mph and the other was that the people who are year round residents be the ones to decide. He brings static’s on safety.
Paul asked who would pay for signs and Jim states that he would pay for the signs for this stretch. Paul states that they have never opened a stretch that did no connect to another stretch. Jim asked if he gets neighbors to allow on their property to connect if that was sufficient.
Jim will attend Oak Grove’s meeting to see if they would open stretch onn 18th to connect. Paul states that they would look favorably on opening this stretch if Oak Grove also opened theirs. Paul would also like to see the snow and dirt club get involved.
Steve recommends that a committee be formed to see what road in the town should and should not be opened to ATV routes. Jim Weber states that he will chair this committee and Steve states he will be on the committee as well. Paul would like to have this on the agenda in March.
Town Association meeting on February 20, at Cumberland, BOR training in on the agenda Paul and Linda will attend.
Lynns Honey Wagon sent letter asking for permission to use Town roads during road bans to service holding tanks and service emergency septic tanks. Steve makes a motion to allow end by Dennis no further discussion motion carried.
Discussion on Bear Lake Haugen Fire Dept. bill for expansion on Fire hall.
Payment of bills
Next meeting March 9, 8 pm.
