Town of Bear Lake Meeting Minutes 12/8/2021
Meeting called to order at 7:00 pm by chairman Paul Toft.
Meeting was noticed at the town shop and on the town web page.
Members present: Paul Toft, Dave Wellsandt, Steve Schultz, Lisa Blechinger and Kathy Willger
Meeting minutes from November meeting read by clerk and accepted with one minor change- error on month under the treasurer’s report changing from November to October. Steve made a motion to accept corrected minutes- seconded by Dave motion carried.
Report on town roads: Steve submitted the pavement rating for the Town- confirmation given to Clerk to keep on file. Truck broken down on Monday Clint was able to repair it and it is back in business. The front drive shaft bolts loosened up and needed to be replaced. Grader snow tires are on and grader is operational. Clint plans on starting to cut trees down now. Clint brought up and wanted to discuss the option of getting a plow for the pickup. He stated that he can always find someone to drive a pickup to plow but it is more difficult to find someone qualified and confident to drive the grader. A front-end loader would be an ideal item for the Town to own- it would save $5,000.00 annually because it could be used to pick up the gravel that we purchase from Mancl Excavating- although there isn’t currently room in the shop for an end loader. Steve asked Clint to gather information on plow options for the pickup and bring to the next meeting.
Treasures report: Money market and checking account balances reviewed and November bill were read as paid. Dave makes a motion to accept the report and 2nd by Steve no further discussion motion carried.
Old Business: Compensation for Clint- Steve made a motion to increase Clint Scribner’s pay $2.00 per hour to $27.00 hourly effective 01/01/2022. This was seconded by Dave no further discussion motion carried.
Paul made a motion for the Town to join the Towns Advocacy Council this was seconded by Dave. Steve stated he has no knowledge of this agency and would rely on the others expertise as it relates to the business of this agency. No further discussion- the motion carried. The clerk to send in the registration form discussed carrying this forward to the January meeting the cost is $167.00 for the Town to join.
Fire ratio partnership with the Village of Haugen. Steve brought up the idea to talk with the assessor in relation to the actual value of improvements in the Town versus Village and have this be a discussion point at a future meeting.
Mosiac Broadband- nothing new to report.
New Business: Chairman Paul Toft appointed election workers for the 2022-2023 Election Cycle. Nancy Jilek, Sue and Tom Votruba, Janice Slayton, Kathy Jilek, Cheryl Gabriel, Bobbie Vavra, Betty and John Teshernach, Claudia Hover and Sandy Eckstrom-Schultz were appointed for the new cycle. The clerk will make contact with the appointed election workers and arrange a time for each of them to be sworn in before the end of the year. The voting equipment training is scheduled for 01-07-22 and the county has asked that clerks and at least 1 other election worker that would be responsible for running the machine attend- election workers get paid mileage and $12 per hour for training.
Permits- Steve requested this item carry over to next month.
Short term loan for $15,000.00 to cover bills through end of December discussed and approved by all. Steve made a motion that the Chairman or Clerk approved to sign the note for a short-term loan with the bank of choice- this was seconded by Dave no further discussion the motion carried.
Discussed the possibility of re-financing the long-term fire hall loan that is currently at Community Citizens Federal Bank. Steve posed the idea of taking out a 10-year loan for the balance of over $317,000.00. The Clerk will follow up with Josh at Community Citizens Federal Bank and Steve will check with Dairy State Bank to see what our options might be to finance at a lower rate than the current 2.70%.
Treasurer discussed the need for her to get bonded to enter taxes- there is a fee. She will register for bonding online and bring the receipt in at the next meeting for reimbursement. She also talked about the recommendation to Treasurers to have secure P.O. Boxes due to increases in mail theft. She will look into getting a P.O. Box in Haugen. Also, counties are talking about going to credit card payments in the future for tax payments.
