Town of Bear Lake Meeting Minutes 12/14/2022
Meeting called to order at 7:15 pm by chairman Paul Toft. Meeting was noticed at the town shop and on the town web page. Members Present: Paul Toft, Steve Schultz, Kathy Willger and Lisa Blechinger. The delayed start was due to weather and the clerk needing a ride to the town hall.
Meeting minutes from November were read by the clerk. A motion was made by Steve to accept minutes as read- 2nd by Paul no further discussion the motion carried.
Public Appearances None
Road Report- The road patrolman was out plowing and unable to be at the meeting so the clerk gave as much of a road report as she was able. Randy followed up with Barron County to find out how much having sand/salt mixture delivered directly to the shop would cost as opposed to purchasing the sand from Mancl and salt from Barron County. This process ends up with the salt being handled multiple times likely causing some loss of product. Randy called Barron County and quantified Mancl’s yards of sand and the tons of salt to make sure that it would be an accurate comparison. As it stands for this year- had we gone with Barron County it would have cost approximately $3,000.00 less to purchase pre-mixed salt/sand directly from Barron County. Paul stated if we need to purchase more sand/salt for this winter season it would make sense to order from Barron County. Feedback from the board for plowing is to make sure that hills and intersections get sanded regularly- to be generous with the sand/salt as we can always order more if needed. Getting fuel from Barron County vs Synergy doesn’t appear to offer any cost savings at this time. The Hinniker plow has been installed on the F350.

Treasurer’s Report- Kathy reviewed Money Market Savings and checking account balances and November bills were reviewed as paid.
Matt Shilts completed the surveys for 2 properties and had emailed all the documents prior to the meeting- these CSM plat surveys were completed for Mike Kraczek and Brett Clark. These requests were reviewed- Steve made a motion to approve the request seconded by Paul. There was no further discussion the motion carried. The Chairman signed off on these checklists- the clerk communicated with Mr. Shilts via text that these requests were approved as he was unable to attend the meeting due to weather- she will follow up and send him the signed copies.
Old Business- The fire department is requesting that the Town sponsor their retirement plan as it is required to have a government entity approval. Steve had indicated prior that he would like to know what their plan is before approving. Paul reported that the fire department still has not put a plan together- this will be tabled until the fire department decides on a plan to bring it to the board for consideration. Employee handbook- this will be carried into 2023 for continued discussion.
New Business- Go Daddy email account- this was brought up by the clerk that the Go Daddy account for email she didn’t find useful. She had sent an email to Randy Flasch to inquire about this- he rounded back with the board. The computer has so many anti-viral software products already- that having an addition email product seems redundant. Steve thought that this account was set up by Pam during the 2020 election due to concerns for election fraud. This account is tied to Pam’s credit card- the clerk will follow up with her to have her cancel this account.
Gravel- Steve made a motion to purchase 1800 yards of gravel at the previously agreed upon rate- this was 2nd by Paul. This is 75% of what we purchased last year. The clerk will send a contract to Mancl Excavating to be signed.
Payment of bills.
