Town of Bear Lake Meeting Minutes 08/10/2022
Meeting called to order at 7:04 pm by chairman Paul Toft. Meeting was noticed at the town shop and on the town web page. Members Present: Dave Wellsandt, Paul Toft, Steve Schultz, Kathy Willger and Lisa Blechinger.
Meeting minutes from July were read by clerk and accepted as read motion by Dave 2nd by Steve no further discussion motion carried.
Public Appearances None
Report on roads- There is a driveway project that the Town is looking at on 2925 16 ½ Street on the west side of Bear Lake near the Boy Scout Camp- to have the end of the new driveway extended with gravel wings so that there is enough room for a turnaround for service vehicles. The Town cost anticipated is approximately $5,000.00. Steve made a motion for the town to enter a joint driveway agreement with Eric Rigg- Mancl Excavation to complete the work likely before the end of August- this was seconded by Dave no further discussion- all in favor the motion carried.
Treasurer’s Report- Kathy - Money Market Savings and checking account balances reviewed and July bills were reviewed as paid. Dave made a motion to accept the report was seconded by Paul- no further discussion all in favor motion carried.
Old Business- Potential levy increase discussed as well as Bi-Partisan Infrastructure Bill that has passed. It remains to be seen if any of the initiatives in this bill will benefit smaller communities.
New Business- DOR grafting tool was brought up as an option for budgeting. It was decided not to pursue establishing a .gov email at this time.
ARPA some new requirements have come out from the Federal Government regarding ARPA funds that were received in 2021 regarding written standards of conduct covering conflict of interest. The Clerk is signing up for a WTA online training next month that will include a training on ARPA funding reporting requirements.
Clint gave notice to the board and this will be his last board meeting- immediate plans to have town roads taken care of were discussed. Randy Mancl indicated that he could mow and grade- that Max is good on the tractor and grader. Snow-Plowing is a possibility if we are unable to find a new employee until spring. Mowing the ditches needs to be done this fall- arrangements were made to sub-contract with Mancl. The Clerk will contact Rural Insurance right away and make sure that this type of sub-contracting arrangement can be made in addition to calling Aramark and cancelling the uniform contract. The board does not currently want to post for the position- but rather rely on word of mouth. The person that they seeking will have their CDL certification.
Election Report- it was a busy fall primary. Two Express Vote Machines were put into use for the election which worked well.
Synergy- it is that time of year to pre-buy propane. Steve made a motion to purchase 1,000 gallons- this was seconded by Dave no further discussion all in favor motion carried.
Payment of bills.
Next Meeting September 14, 2022 at 7 pm.
Meeting was adjourned at 8:22 pm.
