December 14, 2011. The regular monthly board meeting was called to order by Chairperson Paul Toft. The minutes of the November 22 2010 meeting were read by the clerk. Minutes need corrections and were not approved as read. Notice of the meeting was posted in the Rice Lake Chronotype, Town Shop, and town web page. All members present.
Treasurer’s and road reports were given. The new mower and tractor were received. Discussion was held on sale of the old tractor and mower. Rousar’s Welding offered to by the mower for $2000. A motion was made by Steve Schultz to accept this offer and was seconded by Dennis Willger. The motion was carried. The tractor has an estimated worth of $28k - $30k per Baribeau Implement. Will be posting pictures on line and in trade magazines to try and get the best price.
Gravel needs for 2012 were also discussed. Supervisor Dennis Willger was not involved in discussion because of conflict of interest. Randy Mancl quoted $3.92/yd. A motion was made by Steve Schultz to purchase 5000 yards with payment to be made in 3 payments - $6534.64 in January, $6534.64 in February, and the balance of $6530.72 in March. The motion was seconded by Paul Toft and was carried.
Brandon Willger was present to explain GASB54 and the accounting standards for the town. Because of conflict neither Brandon Willger nor Clifton-Larson-Allen can be used to audit the town books but can be considered for consulting. A motion was made by Dennis Willger to hire Clifton-Larson-Allen for consulting issues. The motion was seconded by Steve Schultz and the motion was carried. Brandon will be meet with both the clerk and the treasurer to discuss the chart of accounts and make changes as necessary.
The first reading of a resolution giving property belonging to the town to adjacent land owners was read. A public hearing will be held before the regular monthly meeting in January for discussion.
Discussion was continued on bond requirements for the clerk and the treasurer. Per Carmen at Rural Insurance all bond requirements are met and no other bonds are needed at this time.
Poll workers for the upcoming election year were approved. A motion was made by Dennis Willger and was seconded by Steve Schultz to allow Nancy Jilek and Evelyn Snobl continue as Chief Inspectors.
